new command: cchk name, can be used by watchers to check suspect at any time. So if you see someone flying or nocliping, you can bust him instantly, no need to wait for continuous checks
...
new command: crep, displays cheat reports so far
watchlist: detected cheater is added on the watchlist, so if he attempts to connect under same name or same ip all the watchers are warned upon connect
