When changing a subproject (e.g. graphics-hook), the generated binaries
are not installed without also building win-capture. This commit enables
the subprojects to be treated as "plugins" which are installed to rundir
and also the installation directory without any additional workarounds.
The `add_target_resource` function uses unnecessary path components
when copying files to the rundir, resulting in files added that way
not to end up where OBS expects them to.
The generated binaries created by sub-targets also need to be copied
as part of `win-capture`'s data files, which was easy to fix as the
target exists before CMake switches into the subdirectories.
Makes Visual C runtime libraries consistent across
Debug/MinSizeRel/Release/RelWithDebInfo, rather than just changing those
flags for RelWithDebInfo. Also adds /Zl for statically linked
libraries.

When compiling the final project, always compile
ipc-util/get-graphics-offsets/graphics-hook/inject-helper/seg-service
with static MSVC runtimes to prevent the need of requiring the MSVC
runtimes for both architectures.
win-capture should not postfix .lib to psapi.
The graphics hook also requires psapi when linking.
Also change some link libs as mingw-w64 libraries are not postfixed
.lib.
This library is a completely refactored and rewritten version of the
original graphics hook. The code is more clean, readable, and has a
variety of new features, such as scaling and forcing memory capture.
Currently, only D3D9, 10, and 11 are implemented. (This commit may be
updated on this branch)
