win-capture: Fix added resources not properly copied to rundir
The `add_target_resource` function uses unnecessary path components
when copying files to the rundir, resulting in files added that way
not to end up where OBS expects them to.

The generated binaries created by sub-targets also need to be copied
as part of `win-capture`'s data files, which was easy to fix as the
target exists before CMake switches into the subdirectories.

b3ef46d986 cmake: Make static VC runtime libraries consistent
Makes Visual C runtime libraries consistent across
Debug/MinSizeRel/Release/RelWithDebInfo, rather than just changing those
flags for RelWithDebInfo. Also adds /Zl for statically linked
libraries.

2f305cb550 win-capture: Use static runtimes for hooks/helpers
(Note: This commit also modifies the ipc-util/seg-service modules)

When compiling the final project, always compile
ipc-util/get-graphics-offsets/graphics-hook/inject-helper/seg-service
with static MSVC runtimes to prevent the need of requiring the MSVC
runtimes for both architectures.

f02342ac0c win-capture: Add get-graphics-offsets helper
Before, game capture would find addresses to important graphics
functions by creating a graphics context for the desired API inside of
the hook, and then find the function addresses that way.

The big problem with that is that the context could often cause the
hooked application to crash, especially if another hook was active.

This bypasses that entire need by a simple console application that
creates the contexts, finds the hook address offsets and then returns
them via console output.
