Update ISSUE-LABELLING.md

Changes per further discussion in https://github.com/protocol/ipfs-dev-exp/pull/5 from the IPFS org proposal ...

- Change `status/waiting` to `status/ready` to avoid implication of "don't touch, waiting for something"
- Remove `effort/minutes`, `effort/day`, `effort/week` to avoid requiring folks to get too granular in their estimates
- Remove `kind/improvement` in favor of `kind/enhancement` for both net-new features and improvements to existing features; it's a nuance that can be difficult to apply in reality.
