Video4Linux exposes controls for capture devices. This commit adds
those controls to the properties window for v4l2-input devices.

Add the include directories found by cmake to the v4l2 plugin.
This allows for the plugin to compile when the vl42 headers were
found in a directory that is not normally in the search path of the
compiler (e.g. /usr/local/include)

Move some functions to separate file for v4l2 plugin.

This moves some functions that are generic to a separate source
file. While doing so the api to those functions was improved to
be more generic and not depend on knowledge about the internal
structure of the plugin.

Add libv4l2 as requirement for the v4l2 plugin.

In order to convert formats not natively supported by obs the
v4l2 userspace library is required. This patch adds a cmake
script to find the library.
