Serverside check to prevent a rare bug
...
Apparently in rare cases client tries to build inside another block, it
doesn't go through but the block count decreases anyway, this should
prevent that.

fix a tickrate of 60hz for both client and server: this fixes physics errors and smooths play in avg. case, but needs some more failsafes for the low-fps situation
