Fix stack buffer overflow in HUF_readCTable()
...
If `w ==0` on line 153, then `CTable[n].nbBits == tableLog + 1`.
Then `nbPerRank[CTable[n].nbBits]` and `valPerRank[CTable[n].nbBits]`
are stack buffer overflows.
