removed strncpy() from `util.c`
as Visual surprisingly complains about their usage.
Replaced by memcpy()

use strerror() to generate error message
as suggested by @terrelln .
also:
- hopefully fixed Windows version
- changed the test, so that it passes on non-english OS stdlib errors.
