d47fd13352 Install dh-bash-completion in bash-completion binary package. 
Build-depend on perl for use of pod2man.

* debian/rules:
  - added rule to generate dh_bash-completion's manpage
* debian/install, debian/dirs:
  - installing dh_bash-completion into /usr/bin

  - added myself to Uploaders

  - improved current watch line regex
