Building is done by pointing to another block and rightclicking on it. To build at a block which is usable (i.e. it reacts on a right-click), you have to hold down the sneak key when rightclicking.
Blocks can almost always be built at any pointable blocks. One exception are blocks which are attached to the floor; these can only be placed on the floor.
Normally, blocks are built in front of the pointed side of the pointed block. This is different for a few blocks, which are instead replaced when you try to build at them.]=],
