Mitchell Kutchuk 63d538e98d Move Linux/Windows references to targets file
MonoDevelop keeps breaking the build on Windows
(8848697656fdbc77eb0a8bd806ad69c19a42b419). Moving the references to a
separate file should prevent this from happening again.
