PPC: Add stack frame layout for PPCSPE target.

PPCSPE target compiles now, but will trap for any NYI parts.
Cross-compilation instructions:
  make HOST_CC="gcc -m32" CROSS=powerpc-e500v2-linux-gnuspe- TARGET=ppcspe
