Moved the parsers to MIO, which allows both in-memory and file parsing.

Add support for updating tags from a memory buffer (code merged from Anjuta).
...
This still doesn't work and is currently disabled. It would only work for a few filetypes like C, Fortran and JavaScript.
The current implementation is still buggy, e.g. function signature parsing is broken.

Always use g_fopen() and g_stat() instead of fopen() and stat() to fix several problems with filenames containing special characters on Windows. Use GetFullPathName() instead of lrealpath() to get Tagmanager working on files containing special characters on Windows.
