Gerard Krol 8479fe1dad Bugfix: the framerate was always set to 30. Setting it via the config file now actually works.

Dennis Schridde 04359c9abc SDL_framerate is not part of Warzone 2100, not licensed under the GPL, but instead under the LGPL and even comes with it's own header.

Dennis Schridde e9e58f3664 - Limit the framerate to 30 fps. Easily imported functionality from SDL_gfx project (http://www.ferzkopp.net/Software/SDL_gfx-2.0/).
- Fixed previous patch yet again.
