This plugin allows to run command as someone else, according to the rules
the owner added.

Be careful, this plugin can be *DANGEROUS* (at least as dangerous as the owner
is), use it at your *OWN RISKS*.
If you don't know how to use it, DON'T USE IT.
If you don't know what you do, DON'T DO IT.
