# Rules of Rules Modifications
To define the process of rule changes, to avoid doubt in the event that a crime is committed while a rule change is in effect, to solve conflict between rules.
## 1. Short Title
This rules document may be cited as the Rules of Rules Modifications.
## 2. Modifying Rules
1. Admins may modify any rules at any time.
2. Unless otherwise specified, all changes to the rules apply immediately once they are announced.
3. An ***announcement*** means any method to let all the players know about the change, and the term ***announce*** shall be construed accordingly.
## 3. Crime commited while a rule change is in effect
For crime commited while a rule change is in effect-
1. Either the old rules or the new rules could be used to sue.
2. *(This line is empty.)*
1. If the charge still exists in the new rules, moderators should convict and determine penalties according to the new rules;
2. Otherwise, they should convict and determine penalties according to the old rules.
## 4. Rules Conflict
1. If two or more rules have statements to the contrary of each other-
1. admins must modify the rules to solve the conflict, and
2. moderators should perform moderator actions to handle the conflict in the meantime.
2. Subsection (1) does not apply to-
1. Conflict between any rules excluding those in the Rules of Rules (Cap. 0) and any rules within the Rules of Rules (Cap. 0). In such cases-
1. The rules within the Rules of Rules (Cap. 0) applies, and
2. admins should modify the rules to solve the conflict.
